 The E-Waste (Management and Handling) Rules, 2011 has been notified by the Ministry of Environment & Forest, Govt. of India vide notification dated 12.05.2011 and these rules shall come into effect from 01.05.2012. Please click here for the E-Waste Rules.


As per the definitions given in the said Rules:


“E-Waste” means waste Electrical and Electronic Equipment, whole or in part or rejects from their manufacturing and repair process, which are intended to be discarded.


“Electrical and Electronic Equipment” means equipment which is dependent on electric currents or electro – magnetic fields to be fully functional.

These Rules shall apply to every producer, consumer or bulk consumer involved in the manufacture, sale, purchase and processing of electrical and electronic equipment or components as specified in Schedule-I, collection centre, dismantler and recycler of e-waste and shall not apply to-

  1. Batteries as covered under the Batteries (Management and Handling) Rules, 2001 made under the Act;

  2. Micro and small enterprises as defined in the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006); and

  3. Radio-Active Wastes as covered under the provisions of the Atomic Energy Act, 1962 (33 of 1962) and rules made there under.


  1. Following are the brief of the action taken w.r.t E-Waste Management in Delhi:

    1. A public Notice issued on 11.03.2010 and 06.06.2010 for disposal of E- Waste only through the registered Recycler/ Reprocessors. Please click here for the Public Notice. Hindi | English

    2. No. of meetings were held with NDMC, MCD & Recyclers/ Reprocessors for evolving the mechanism for collection & storage of E-Waste in various parts of Delhi.

    3. Storage bins for E-Waste has been installed at various Schools & also at the prominent location identified by MCD and NDMC.

    4. DO letters issued to various Govt. agencies, Customs Dept, MSTC Ltd. for proper management and disposal of e-waste only through recyclers registered with CPCB.

    5. Individual letters issued to Hospitals having 50 beds or more, I.T. Companies, Corporate Houses etc. for the disposal of E-Waste only through the registered Recycler / Reprocessors.

    6. Meeting was held on 29.6.2010 with All Delhi Computers Traders Association of Nehru Place for proper disposal of E- Waste only through the registered Recycler.

    7. DGFT has informed that import of second hand /used computers has been restricted without any exemption to any category and no import licenses are being issued.

    8. Applications for Consent to Establish under the Air & Water Acts have been received from

    Collection and Storage Facilities of E-Waste in Delhi

    1. M/s Chintan Environmental Research and Action Group ( for its collection and storage facility of E-Waste at A-14, First Floor, GTK Road Industrial Area, Delhi- 33.)

    2. M/s HRA E-Waste Private Limited (for its E- Waste Collection , Segregation & Storage Facility at A-60, First Floor Jhilmil Industrial Area, Delhi 95 )

    Both the above mentioned units will dispose the collected E-Waste through authorized Recycler of E-Waste and have submitted letter of intent in this regard.


    Consent to Establish has been granted to both the said units.


  2. “Hazardous waste processing viz. hospital / medical / industrial waste “ is mentioned at S.No.46 in the list of Prohibited / Negative List of Industries ( Annexure III ) of MPD 2021. However in the Note at the end of said list mentions that a public utility service involving any of the activities mentioned in the said list shall be permitted subject to environmental laws.

ATTENTION: E-waste disposal through unauthorized agencies is the violation of the provisions of the Environment (Protection) Act, 1986 , which may attract fine upto Rupees One Lakh or imprisonment for a maximum period of five years or both.
