Common Effluent Treatment Plant (CETP) |
|
Under the supervision of Hon'ble Supreme
Court, 15 Common effluent Treatment Plants (CETP) to cover 21 industrial areas are being
set up to treat 165 MLD effluent. DPCC had been very closely associated with the
project from the very beginning being the agency which got prepared feasibility report for
CETPs through NEERI. DPCC acted as medium for implementing various orders of Hon'ble
Supreme Court in this matter and acted as a medium between the industrial associations and
NEERI on all aspects of the case. In the year 2000, closure orders were passed to 338
defaulting units in Mangolpuri Industrial Area. However, as per the latest CETP Bill
passed by the Legislative Assembly in 2000 the responsibility has now been shifted to
Department of Industries. DSIDC is the construction agency for the project. So far 3
numbers of CETPs have been commissioned, and the rest are at different stages of
execution. |

Sewage Treatment Plants |

All the operational Sewage Treatment
Plants are being monitored quarterly and reports with comments and suggestions are being
sent to Delhi Jal Board. |

2615 units were given 'Consents' under
pollution control laws. |

Cess for Rs. 49,23,068/- from local bodies
and the scheduled industries are received. |

1000 provisional authorization had been
issued under BMW Rules. |

44 major hospitals were visited with the
official of DPCC, SRISHTI an NGO and Centre of Occupational & Environment Health and
LNJP hospital. During the visit waste management practices of the various hospitals
were assessed. |

by DPCC. |

The entire staff of DPCC was attached to
DCs/SDMs of the respective districts/areas for identifying and sealing of the water
polluting units not having effluent treatment plants as per the orders of Supreme Court in
'Maily Yamuna' case. Approximately 3288 units were closed under the case including
units closed in the previous year. |

640 number of complaints were filed by the
engineers of DPCC in various courts against water polluting units under Water (Prevention
and Control of Pollution) Act, 1974 regarding 'Maily Yamuna' case. |

A review committee was constituted by
Delhi Government and approved by DPCC consisting of members of DPCC, CPCB, Environment
department and experts to review the cases of sealed water polluting units and do de-seal
them after they have complied with the directions of the court. |

Mass Awareness |

Seminar on cleaner technologies in
electroplating sector and Hotel sector were arranged in order to help mitigate the
problems faced by these sectors. |

Camps were organized in various industrial
areas for disseminating information regarding procedure for obtaining consent and for
giving spot consent orders. |

A seminar on Hazardous Waste Management
was held in January, 2001 at Indian International Center Annexee wherein experts from
Gujrat, NPC, CSE, CPCB and all industrial associations had participated. |

Empanellment of Consultants |
|
In order to help the small scale
entrepreneurs for setting up of proper ETPs, 3 number of consultants were empanelled by
DPCC who were responsible for issuing adequacy certificates to the ETPs installed by the
industrial units.

Pollution Assessment and Laboratory |

Air and Noise
10 source and ambient air monitoring were undertaken in different units. |

Thermal Power Stations situated in Delhi
were monitored twice. |

Source noise monitoring was carried out at
82 locations |

To know the impact of crackers and
fireworks, ambient air monitoring was carried out at 30 locations on Deepawali and
pre-Deepawali night. |

Noise levels were measured at 30 locations
to know the status of noise levels at different residential areas on Pre-Deepawali and
Deepawali night. |

Continuous Ambient air monitoring stations
was established at Maharana Pratap I.S.B.T from April to November. |

Actively participated in Anti-cracker
campaign demonstrations were given in different school to give the students first hand
experience. |
